Am comprehensively stuck on trying to get the briefcase out of the fire - is there water somehwere to put it out or if not, how do i do it???

I am quite stuck! Only got as far as getting into the Sunshine Suite and getting the lighter. SO have the lighter, collar, gun and newspaper but not sure where to go from here???
